This dissertation analyzes the transnational politics of two new or incipient diasporas, the Acehnese and East Tirnorese. It examines their political roles and activities in and across several countries in the West (Europe, North America, and Australia) as well as their impact on the �homeland� or country of origin, during and after armed conflict.


It suggests that the importance of diaspora participation in conflict and conflict settlement is not solely or even primarily dependent on the material resources of the diaspora. Instead it is the ideational and political resources that may determine a diaspora�s ability to ensure its impact on the homeland, on the conflict, and its participation in the conflict settlement process.

This study adopts a constructivist approach, process-tracing methods, and an analytical framework that combines insights from diaspora politics and theories on transnational advocacy networks (TANs). It concludes that the Aceh and East Timor cases support the proposition that diasporas are important and dynamic political actors, even when they are small, new, and weak.

These cases also support the proposition that the political identities and goals of diasporas can be transformed over time as a diaspora is replenished with new members who have new or different ideas, as factions within diasporas gain power vis-�-vis others, and/or as the political partners available to the diaspora in the hostland and internationally change or broaden. The analysis of a diaspora�s relationship with a transnational advocacy network or networks (TAN) yields new insights into conflict settlement processes.

Diasporans potentially learn from, contribute to, and benefit from TAN strategies and tactics. The TAN itself can help project the political influence of the diaspora. More significantly, the diaspora TAN relationship, in certain cases, can have a transformative effect on the diaspora, potentially moderating its views and positions, and thereby facilitating conflict settlement. Moreover, the moderating influence of the diaspora-TAN relationship may have implications for the post-conflict consolidation of democracy, human rights norms, and civil society.

The Mundus Journalism degree explores the practice and performance of journalism and the media in the context of a new environment brought about by globalisation, modernisation, commercialisation and professional developments. The scheme offers a unique educational experience:

The opportunity to study in Denmark, one other European country, and one non-EU country.

Specialising in one of four distinct areas of journalism: war and conflict, business and finance, media & politics, or comparative and transcultural journalism. You will be part of a group of 50 students selected from a pool of candidates from around the world.

Being part of a network of classmates that draw on a variety of experience and knowledge and meet the global ambitions of the degree. Mundus Journalism seeks to produce alumni who will shape the future of global journalism.

The degree scheme brings together five leading European journalism and media teaching and research institutions, combining the best academic research and teaching from a variety of different national educational cultures. The program aims to prepare students for the challenge of working in the new global information society. Globalisation is penetrating cultural and social borders around the world and simultaneously reinvigorating smaller regions and feelings of local identity. Political and social power is taking on new dimensions. Cultural awareness is growing. Journalism is at the centre of these changes.

Politically, states in Europe are coming together and falling apart at the same time. Journalists need new tools to understand and to interpret the processes of integration and disintegration.

Economically, a global world market is creating growth and havoc at the same time. Journalists need tools to be able to describe it in clear language.

Socially, people are getting connected in new ways through modern technologies. Journalism is the crucial field in a network society.

Culturally, there is increasing onus on the media and journalism to explain differences and similarities between peoples and societies.

The focus of Mundus Journalism is to give participants the intellectual tools for a new and better understanding of reporting global change.

The World Press Institute Fellowship is offered to 10 journalists from countries around the world. It provides immersion into the governance, politics, business, media, journalistic ethics and culture of the United States for experienced international journalists, through a demanding schedule of study, travel and interviews throughout the country.

The 2011 program will begin in mid August and end in mid-October. The fellows will spend a month in Minneapolis-St. Paul, Minnesota, and then travel to several U.S. cities, including New York and Washington, D.C., for briefings, interviews and visits. They will returned to Minnesota for the final week of the program. See the 2010 Schedule for information on the 2010 fellowship and example of WPI events.

Journalism � in particular, the role and responsibilities of a free press in a democracy� is the primary focus of the WPI fellowship program. First-hand knowledge of the complexity and diversity of life in the U.S. is an equally important goal. Access is the key. Over the term of the fellowship, WPI fellows gain access to a broad range of individuals and institutions ranging from the world renowned to the ordinary.

Eligibility:

* At least five (5) years full-time employment in print, broadcast, or online journalism.
Journalists can work for news or editorial departments of newspapers, wire services, radio, television, web sites, online publications or magazines of general public interest.
Photojournalists, editorial cartoonists, columnists and broadcast producers are also eligible.
Those who supervise journalists are eligible providing that they also have at least five years as a working journalist.
Any journalism-related work completed as a university student does not count toward experience. People who work in public relations or at organizations whose primary business is not the media are not eligible.
* Must be currently employed as a non U.S. journalist working outside of the United States.
* Fluency in both written and spoken English.
* Potential for leadership

Who is eligible?
Any non U.S. journalist working outside of the United States with at least five years of professional journalistic experience in any medium. The program is open to journalists and photojournalists from newspapers, newsmagazines, wire services, radio, television and online news organizations.

Are there minimum and maximum age limits for WPI Fellows?
No.

Are freelancers eligible for the program?
Yes, as long as they meet the minimal requirement of five years� experience and are currently working as a journalist.

Are Fellows paid a stipend?
IRP Fellows receive a modest per diem to cover such things as meals. Hotel accommodations and fellowship -related travel are paid for.

Are WPI Fellows required to produce news stories during the fellowship?
Yes. Each WPI Fellow is expected to write for the World Press Institute Reports (blog) and produce up to three news story for WPI�s online partners during the program. It is up to each Fellow and his or her news organization whether they will produce articles for publication back home.

Does the program provide health insurance coverage for Fellows?
Yes. It is basic policy that covers emergency care but not such things as elective surgery or dental care.

Can spouses or families accompany the fellows?
Not during the fellowship program.

PREFACE
Press freedom is not just something for journalists. If there is no free media, torture, modern-day slavery, corruption and the use of child-soldiers cannot be fought effectively. Ensuring free access to information and news is a major challenge.

Yet freedom of expression, which is the basis of other freedoms, is one of the hardest rights to establish and maintain. Nearly all the world�s rulers say they support it but regularly fail to do so.

More than 170 journalists are in prison around the world just for the �crime� of having �inconvenient opinions.� More than 800 have been killed in the past 15 years while doing their job and over 90% of their killers have not been punished. The Internet, which promises a censorship-free world, is increasingly spied on and about 100 cyber-dissidents, bloggers and Internet users are in prison for saying online what they thought.

Physical attacks on journalists are becoming ever more serious. Three times as many have been killed in a few years of fighting in Iraq than in the whole 20- year Vietnam war. Kidnappings of journalists are also up and reporters in the field have to face ruthless armed groups. Repression of journalists is no longer just a government affair. Terrorist organisations, gangs, drug-traffickers and extremist religious and political groups are all keen to get rid of the inconvenient witnesses they consider journalists to be.

Protecting journalists, especially those working in war zones, has become an important issue. The United Nations declared its support in a December 2006 Security Council resolution. UNESCO also the Medell�n Declaration in May 2007 calling on member-countries to �investigate all acts of violence (against) journalists, media professionals and associated personnel (...) which have occurred in their territory or abroad� and in which �their armed or security forces may have been involved.� It also urged them to �release immediately� journalists imprisoned for doing their job.

The International Federation of Journalists (IFJ) has welcomed the successful prosecution of a former Indonesian military intelligence officer who severely assaulted a journalist in Banda Aceh, in the country�s west but has called the relatively lenient 10-month prison sentence into question.
In a military tribunal hearing on January 21 at the Iskandar Muda Military Command in Banda Aceh, First Lieutenant Faizal Amin was found guilty of grievous assault for an attack on Ahmadi, a reporter with Harian Aceh. Amin was also sentenced for damaging the journalist�s laptop computer and mobile phone and for using a military-issued weapon to threaten Ahmadi�s life.

Military prosecutors had originally sought a five-year sentence for the attack on Ahmadi, who says he is happy with the sentence and has forgiven his attacker, according to local media reports.

Ahmadi was beaten and threatened in the May 21, 2010 attack for publishing an article linking the police and military to illegal logging. Amin had earlier warned Ahmadi not to publish the story when the journalist approached him for comment. In the attack Ahmadi was struck in the face, asked to remove his clothes and shot at three times, and death threats made against his family.

�While the IFJ welcomes the sentencing of Amin, questions need to be asked about the severity of the punishment in this case,� IFJ Asia-Pacific Director Jacqueline Park said.

�A history of impunity for crimes against journalists and media workers is difficult to overcome, and it is crucial that punishments adequately match the crime.�
